Flat-Rate Self-Serve PCI DSS Compliance for Small Merchants

SAQ filing, quarterly ASV scans, and payment-page script monitoring bundled flat per merchant for small e-commerce stores and the agencies/MSPs who manage many of them - no sales…

In plain English

What category is this?
Companies buy to handle money and rules — payments, accounting, tax, audits. Here the focus is compliance.
The idea, briefly

Build a self-serve, flat-per-merchant PCI DSS 4.0.1 subscription that bundles (a) SAQ-type determination and filing help, (b) quarterly ASV scans with unlimited rescans and acquirer-report submission to stop non-compliance fees, (c) payment-page script-change/tamper monitoring evidence for 6.4.3/11.6.1, and (d) a multi-client workspace for agencies/MSPs managing many merchant accounts - with no sales call and no per-IP quoting. Caveat: the components exist separately (SecurityMetrics' bundle, Clone's online SAQ wizard, ServerScan's payment-page monitoring, and cheap ASV scans), so the differentiated part is the flat per-merchant packaging plus the MSP multi-client workspace, not any single feature. The MSP workspace demand is interpreted and backed only by a search-snippet-only complaint.

What buyers expect

People comparing tools like SecurityMetrics, Secusy ASV, Clone Systems expect the basics to work without surprise fees or missing pieces. The loud complaints are: Merchants who never see card data are still sold full PCI bundles through processor-linked outbound; and unnecessary add-ons are presented as mandatory.

Merchants who never see card data are still sold full PCI bundles through processor-linked outbound.
Unnecessary add-ons are presented as mandatory.
Unexpected charges.
ASV pricing is quoted by vendor effort rather than a target count, and consultants managing many merchants have no partner/managed scanning path.
Small merchants find ASV pricing vague and unpredictable.
PCI compliance is experienced as a processor revenue play.
A misinformation gap remains around Shopify/Stripe 'automatic' compliance: platform PCI certification does not discharge the merchant's own SAQ and,
The full bundle is either expensive-and-opaque or missing.
Requirement 6.4.3 payment-page script management is genuinely new work for e-commerce merchants on SAQ A-EP/D: inventory,
Shopify's own legal compliance page publishes a quarterly 'PCI External ASV Vulnerability Scan Attestation of Scan Compliance (AoSC)' and an annual PCI DSS AoC for its services,

Market heat

  • Secusy publishes flat annual ASV pricing at $80 per IP per year, covering all four mandatory quarterly scans, six free rescans per quarter, an Attestation of Scan Compliance and portal access, with no setup or per-retest fees. The page publishes list prices only and no cost or margin structure, so any 'priced near cost' reading is an inference, not documented.

  • ServerScan publishes $59 per quarter or $188 per year for one IP address or domain, including unlimited rescans, SAQ help, attestation certificates and US-based phone/email support.

  • Clone Systems publishes annual PCI ASV packages of $185/year for one IP or domain, $625/year for 10 and $1,575/year for 25, including quarterly scans, unlimited rescans, an 'Online SAQ v4.0 wizard' and the Attestation of Scan Compliance, sold online with no sales call.

  • SecurityMetrics publishes a full small-business bundle at $399/year for one IP including an External Vulnerability Scan (1 IP), an online SAQ, a compliance portal, reporting to the merchant processor, PANscan for one machine and one security-awareness seat, with the asterisk 'Price discounts available depending on merchant processor'. The vendor's own pricing page returned a transport error on every attempt (source 5, snippet-only), but the same figure and feature list are stated on the opened independent PCIComplianceCost page, which also reports larger footprints are quote-only and that SecurityMetrics' own page says 'SMB pricing varies based on packages from your acquiring bank'.

  • Compliance-automation platforms list PCI DSS support on AWS Marketplace on named 12-month dimensions: Vanta Essentials from $14,000/yr (1-20 employees); Drata PCI DSS framework $7,500/yr plus a $25,000/yr platform fee; Secureframe platform $7,500/yr plus $7,500/yr first framework; Sprinto Starter $7,500/yr with frameworks from $2,000 (third-party read by PCIComplianceCost, checked source 7). The source warns the listed dimensions must not be summed, so a single headline range understates Drata at $32,500/yr combined; what the figures confirm is that PCI compliance technology is a budgeted line item well above the merchant tier.

  • A Shopify-storefront scanner app launched in 2026 at $70/month (AllSecure Security Scanner, opened, 0 reviews, launched 30 April 2026; it is a generic SSL/TLS, header and CVE scanner, not a PCI ASV). Comparable 2026 launches ShopiFence (from $14.99/month) and ShieldScan ($19/month) are search-snippet only and their review counts are unverified. At most one uncrowded-on-reviews entrant is confirmed, and conversion is unproven.

Should you build this?

People already pay for this and the recurring obligation is the point: PCI DSS v4.0.1's 51 future-dated requirements have been mandatory since 31 March 2025, quarterly ASV scanning is a standing requirement, and processors charge $20-$50/month non-compliance fees until the SAQ is filed. How far the ASV obligation reaches SAQ A is contested and the sources are not equal: Brookside (source 19, opened) says SAQ A e-commerce merchants must demonstrate quarterly scanning by their provider or themselves; CyberShield Studio (source 20, opened on review) states Requirement 11.3.2 now applies quarterly ASV scans to SAQ A and that the January 2025 revision removed only 6.4.3/11.6.1/12.3.1; while Secusy's Shopify guide (source 16, opened) states that SAQ A merchants on a fully hosted checkout do not need their own ASV scan. Two source-quality caveats must travel with that contest: source 19 mislabels the ASV requirement as 11.6.1 (external ASV scanning is 11.3.2), and source 20 is a commercial PCI vendor selling scanning and script monitoring and is self-interested on exactly this question. Real, verbatim complaints exist: BBB reviewers describe scare-tactic QuickBooks-affiliated emails (source 9, opened), and search-snippets (never opened; Trustpilot 403, QuickBooks timeout, Reddit bodies empty, all re-confirmed on review) describe an $85 SAQ plus a 'mandatory' $70 training later admitted unneeded and an unexplained $85 debit. The problems: the scan itself has no moat and is already sold at commodity list prices ($80-$188/yr); the ASV attestation is a regulatory gate new entrants must rent; incumbents own the processor/accounting-software distribution that actually reaches these merchants; and switching costs are low.
