Filing-Only Flat-Fee Sales Tax Compliance

For Stripe-native micro-sellers: bring your own tax calculation, pay one flat subscription for registrations, unlimited filings, remittance and state notices.

Founder thesis

Sales tax costs small sellers real money, and every self-serve plan meters or caps the filing step, so the bill tracks the compliance calendar, not revenue: six states filed monthly is 72 filings a year, roughly $4,928 to $5,400. Bet: skip the calculation engine, which AI has commoditized, read the tax data the seller already produces in Stripe Tax or Quaderno, and charge one flat subscription with unlimited filings. Plenty of founders still think Stripe handles compliance, which leaves room for a filing-only layer.

What others got wrong

  • Avalara is accused of inflating filing frequency to bill more returns. An r/SalesTax poster wrote, "They will set your sales tax filing frequency to the highest one just to charge you more (they charge per return they file)." Another poster on the same thread said paying Avalara felt like "enterprise pricing for a process that was still clunky and manual half the time."

  • TaxJar raised prices roughly a third, its first increase in over six years, and does not support SST, which pushes multi-state sellers to look elsewhere. An r/accountants poster wrote, "I got the email about TaxJar increasing their prices in October. It's like 33%! That is crazy!!"

  • Incumbents meter or cap the filing step. Kintsugi charges $75 per filing or registration, TaxJar includes only 2 to 4 AutoFile credits then $50 to $55 each, TaxCloud prices filings from about $20, and Stripe Tax Complete bundles only 4 filings a year at $90 a month.

  • Sales-led onboarding is slow. Kintsugi's CEO says rivals "take two to three weeks to just onboard a customer," and Kintsugi's own Premium flat-rate plan is custom-quoted.

What should work

  • Give away instant, no-signup exposure analysis. Kintsugi's free nexus monitoring and historical liability audit let a seller see live exposure in about ten minutes without a salesperson, and the founder credits that product-led motion with doubling revenue month over month.

  • Do the filings by hand before building software. Kintsugi's CEO spent about two years filing for ten companies and ran 300 to 500 customer interviews first, which surfaced the edge cases worth automating.

  • Build bottom-up distribution through integrations and free educational content. TaxJar grew this way before Stripe bought it, with one-click e-commerce and accounting integrations plus a large content library that captured sellers searching "sales tax by state."

  • Publish comparison and alternative pages. Kintsugi runs /compare/avalara, /compare/taxjar, /compare/stripe and /compare/zamp, and TaxCloud runs an /alternatives/ hub with migration guides.

What kills it

  • Filing operations are people and process heavy, and no source discloses the marginal cost per filing, so a flat price could erase the margin it assumes.
  • The wedge is crowded: Kintsugi gives away instant exposure analysis and self-serve filing, TaxCloud gives free filing in 24 SST states as a certified service provider, and Stripe Tax Complete already bundles filings at $90 a month.
  • The layer the pitch strips out, tax calculation, is exactly what Kintsugi's CEO says AI commoditized, which means low technical differentiation.
  • Buyers switching for a flat unlimited-filing plan is unproven. Stripe Tax Complete bundles 4 filings a year and TaxCloud covers 24 SST states free, so many sellers are already partly covered.

What users want

4
  • A bill that does not grow just because they file often.

An r/SalesTax poster wrote that Avalara sets your filing frequency to the highest one to charge more, since it bills per return.

  • Filing that matches how they take payments.

An r/stripe user wrote of TaxJar, "it's only good for Stripe Checkout and not payments. So now I'm doing it myself. It's tedious but saves money."

  • To know what Stripe actually covers.

An r/SaaS poster wrote that registrations, filings, invoices and audits "still lands on your company unless someone else is acting as merchant of record."

  • Filing that does not jump in price.

An r/accountants poster wrote, "I got the email about TaxJar increasing their prices in October. It's like 33%! That is crazy!!"

Most self-serve plans meter the filing or return, so cost scales with the state-by-filing-frequency calendar, not revenue. A seller with 6 registered states filing monthly owes 72 filings a year: about $5,400 at Kintsugi's $75 per filing, about $4,928 at TaxJar Professional, and from about $20 per filing at TaxCloud. Dislike of per-return billing turned up only as a search result. Stripe Tax Complete is the counterexample, bundling a small number of filings into a flat subscription, but only 4 a year at the $90 tier.
Avalara is accused of inflating filing frequency to increase per-return charges. An r/SalesTax poster wrote the line about setting your frequency to the highest one. That page would not load and returned a 403, so this rests on a search result.
Founders assume Stripe handles compliance and are wrong. Registrations, filings and audits stay with the company unless a filing product is explicitly enabled. An r/SaaS poster wrote the compliance layer still lands on your company. As of 2026 Stripe Tax Complete bundles a limited number of filings, so the complaint mostly applies to Tax Basic and legacy users.
TaxJar raised prices, its first increase in over six years, reported as roughly a third, and does not support SST. An r/accountants poster wrote the 33% line, and a reply priced filing at $20 to $39 per return.
Stripe Tax users who want filing find the handoff incomplete or expensive. An r/stripe user wrote that TaxJar was only good for Stripe Checkout and not payments, so they do it by hand. A platform using Stripe Billing or payment intents rather than Checkout cannot hand the whole job to TaxJar AutoFile.
Sales-led compliance onboarding is slow. Kintsugi's CEO says rivals take two to three weeks to onboard a customer, and Kintsugi's own Premium flat-rate plan is custom-quoted, which makes budgeting hard. The onboarding line is a competitor's own claim, though it is directly quoted, and the Premium figure is secondhand.
Flat plans that bundle unlimited filings are rare. Stripe Tax Complete includes only 4 filings a year at $90 a month, Kintsugi's flat Premium plan is sales-gated at a secondhand ~$500 a month, and TaxCloud meters returns. Whether enough micro-sellers would prepay a flat unlimited-filing plan is the open question.

Your angle & pricing wedge

Angle and pricing wedge
PieceClaimSrc
AngleA filing-only compliance layer for Stripe-native micro-sellers: read the calculation data you already produce with Stripe Tax, Stripe Billing or Quaderno, then handle registration, unlimited filings, remittance, amendments, deregistrations and state notices for one flat per-account subscription, with an API and MCP so a coding agent can reconcile the month's tax report and flag threshold crossings. Kintsugi, TaxJar, TaxCloud and Anrok already do registration plus filing, and Stripe Tax Complete already bundles a limited number of filings into a $90/mo flat subscription, so this is a pricing and positioning wedge around unlimited filings, not a feature no one offers.
WedgeStripe Tax calculates at 0.5% of registered transactions and Kintsugi's CEO says AI commoditized the tax-content layer, so do not meter the filing and do not sell an engine: take calculation from the customer's existing stack and price filing as one flat subscription, which for six states filed monthly lands a flat $99-$149/mo roughly 65-80% below the about $4,928 to $5,400 those sellers pay Kintsugi or TaxJar. The undercut holds only for sellers who file beyond bundled entitlements, whose state mix sits outside SST, or who need filing-only on top of Stripe Tax.

Category self-serve entry pricing runs $0 (Kintsugi Free) to $149/mo (Quaderno Growth) plus $20-$75 per filing or return. Stripe Tax Complete bundles filings into a $90/mo subscription with only 4 filings a year, and TaxJar's Professional tier is $99/mo before extra AutoFile credits at $55. Whether a flat $99-$149/mo unlimited-filing plan is sustainable depends on the real marginal cost of filing, which no source discloses.

Should you build this?

The pain is documented and sales tax monetizes hard, but the premise that Stripe Tax does not file is wrong: Stripe now sells Tax Complete, a $90/mo-and-up subscription that includes a limited number of registrations and filings through TaxJar and Taxually. Kintsugi self-reports $3M revenue with 2,400 customers in 2024 and $18M raised at a $150M valuation, TaxJar reached a $30M-$40M run rate before Stripe bought it for a reported $850M-$900M, and Anrok has raised over $100M and claims 3,000 finance leaders. The real, cited pain is that every self-serve plan meters or caps the filing step, so for a seller filing monthly in six states that is roughly $4,900-$5,400 a year. The wedge is crowded and the hard part is operations, not software: Kintsugi gives away instant exposure assessment and self-serve filing, TaxCloud gives free filing in 24 SST states as a certified service provider, and no source discloses the marginal cost per filing, so flat pricing could erase the margin it assumes. Test first: recruit 25 Stripe-native sellers (SaaS or e-commerce, $200K-$3M revenue) using Stripe Tax or Quaderno for calculation with 2-10 state registrations, have each show last year's actual filing bill and count, then offer a refundable annual plan at $1,188/yr ($99/mo) for unlimited filings in up to ten states with a licensed filing partner named; kill it if fewer than 6 of 25 prepay, if the average is under 2.5 filings per state per year, or if more than a third are already covered by Stripe Tax Complete's bundled filings or TaxCloud's free SST filing.
