Should you build this?
Apprentice and journeyman electricians, plumbers and HVAC techs pay out of pocket to pass one licensing exam, because a failed attempt or a delayed licence costs them thousands in lost wages. A buy-once, no-subscription, offline practice app priced around $49 for a single state-and-trade exam, with a real pass-or-refund guarantee, addresses that grievance, but the grievance itself is the least-verified part of this brief. It is a crowded, unglamorous market and the buy-once angle is already taken for electricians (sources 2 and 3), so the only room is a specific trade and state where no one sells a one-time product, and the free tier from Pocket Prep plus free question sites keeps the floor low. Do not build it on faith: sign up 30 people in one exam (say Texas journeyman electrician or EPA 608 HVAC), show them a 50-question sample and the $49 one-time price with a written refund-if-you-fail promise, and take refundable pre-orders;
